I Have recently had problem opening .csv files with Unicode encoding that the words with this encoding would be changed to question marks “????”.I tried so hard for solving this problem and searched the web so many hours to find a solution to find out why I can save xlsx that is Excel 2007 Universal mime type that is using xml for saving its data without any encoding problems with utf-8 and even persian and arabic words would be saved perfectly.
After searching the web so much I finaly thought if it may be because of windows language configuration and asked one of my experienced friends in these fields.He told me the right thing I just thought at the end that it was because of some kind of windows configuration, and I have provided you the solution he told me in here to help you not to face this problem that I had again.
1-Click on the start menu
2-Select control panel
3-Find Regional and Language options on classic mode or type its name on the search bar on just top right of the control panel window
4-Click onadvanced tab and click locales
5-Click on persian or arabic or your desired utf08 enconding program that you’d liketo save with excel into csv
